Sue Emmer has 30 years of public policy experience in the public and private sectors, serving in senior government positions and producing client-focused health policy, strategy, and advocacy. Her clients include professional and consumer associations and non-profit organizations. She specializes in Medicare policy with a focus on end-of-life, long-term care, and physician payment issues, as well as federal legislative and regulatory process.
Sue founded and operates I Street Advocates, Inc., a multi-client health care policy consulting practice focusing on legislative and regulatory issues. For 24 years, she has grown the practice to include clients across multiple sectors. Prior to founding Emmer Consulting, Sue worked for three years as an attorney at Foley and Lardner where she served as a member of the health care practice and helped to start the government affairs division.
From 1988 to 1996 Sue had an array of government jobs. Sue worked for six years in the U.S. Senate as a senior health policy advisor for Senators Don Riegle and Bob Graham and as a Legislative Analyst for the Department of Human and Health Services (HHS) in the Assistant Secretary for Legislations office.
Sue earned her J.D. degree from the Georgetown University Law Center and her B.A. in history from Brown University.
